Temporary storage facilities (TSF) are warehouses where goods are placed for temporary storage from the moment they are presented at customs until they are released pursuant to usual customs procedures. They reduce logistics costs for import and export companies, and extend cargo handling beyond the port terminals.
TSF are intended to be used by importers as storage facilities where undeclared goods can be unloaded and stored for a limited period of time. Before the goods are unloaded for storage, customs must be notified of their arrival, i.e. the goods must be presented to customs.
The goods can be put into storage either with a transit declaration or with entry declarations. The (entry) summary declaration and the manifest presentation together form the declaration for temporary storage.
A TSF license allows an inland terminal to provide storage and handling services for cargoes that are subject to customs regulation, to organise onsite veterinary control and plant quarantine and to reload export goods under customs compliance. This means that export cargo can be released from ports without further inspection, since the TSF container loading is performed under the observance of customs authorities.
